| dc.description.abstract | Our thesis focuses on "Elites and Local Development in the Nyong and Mfoumou Department: The Case of the Municipality of Akonolinga." This contribution aims to analyze the role of local elites in the development of the municipality of Akonolinga, within the context of the decentralization of political, economic, and social life in Cameroon. Specifically, it seeks to assess the impact of the various activities undertaken by elites in this locality in terms of development from the municipality's creation in 1959 until the year 2000. The municipality of Akonolinga, located in the Central Region of Cameroon and the capital of the Nyong and Mfoumou Department, is a decentralized local authority. In Cameroon, local leaders have become central actors in the local development process. They act as facilitators, supporting business and/or entrepreneurial projects, as well as public and private investments that generate resources. Through a documentary investigation including the compilation of written sources, notably the communal development plan for the commune of Akonolinga, the use of oral testimonies, we can say that the role of the elites in the development process of the municipality of Akonolinga appears fundamental, although faced with structural and cyclical limits. The report reveals notable interventions in the fields of education, health, access to water and infrastructure, reflecting a certain willingness to respond to community needs. However, these actions often remain punctual, uncoordinated, and sometimes motivated by political logics or personal prestige, to the detriment of a long-term strategic vision. The major difficulties identified include in particular the lack of synergy between the elites, the insufficient involvement of the beneficiary populations, and the weakness of institutional support from the State, and the existence of internal rivalries. To face these limits, we call for effective decentralization. The development of this municipality involves a redefinition of the roles of the elites as technical partners, institutional relays and catalysts of community mobilization. | fr_FR |
