| dc.description.abstract | The study we are carrying out is entitled: transfer of skills in education: rehabilitation of infrastructures of public primary schools in the district council of Yaoundé III in Cameroon. This study raises the problem of the inadequacy of the rehabilitation of the infrastructure of public primary schools in the municipality of Yaoundé III in the context of implementing the transfer of power in education. The main research question that serves as our guiding thread is: what is the cause of the inadequacy of the rehabilitation of public primary school infrastructures in the DCY III, in order to improve infrastructure management by the transfer of educational competencies? The main hypothesis states that the inadequacy of the rehabilitation of government primary school infrastructures in the Yaoundé III district council is due to limitations in the implementation of the transfer of educational competencies to municipalities, which necessitates capacity building to improve educational infrastructure management in the context of implementing the transfer of educational competencies. As a general objective, this study aims to contribute to improving the renovation of school infrastructures in public primary schools in DCY III by trying to understand the origin of this infrastructural governance and proposing actions aimed at addressing this inadequacy in the implementation of the transfer of educational competencies. The dual qualitative and quantitative approach in our empirical-prospective research has shown us that: The pre-established budget allocations by the ministry of basic education, without the collaboration from the municipality; cumbersome and time-consuming procedures, local resistance to land issues, government requirements regarding budget management; government requirements regarding school construction, and sometimes-insufficient allocations are factors that hinder the renovation of public primary school infrastructures in DCY III. | fr_FR |
