The political authorities and people do not arrive still trying to find a consensus on the designation of the sovereign in our political societies. The rulers want to appropriate sovereignty to exercise their absolute power over their people. John Locke opposed this form of authority to plead in favor of people. He thought that the exercise of sovereignty in our States belongs to all members of political society. This position leads us to the foundation of sovereignty according to John Locke. This is the challenge of this work that will examine using analytic-critical method which is appropriate to the architectural approach of our subject. This will allow us to analyze the history of lockeen’s theory, its conception and its contribution in our 21 century context where the sovereignty of the people opposed again. The current social context dominated by political instability undermines peace and hinders the exercise of sovereignty within contemporary States.en_US
