Commission nationale d’accueil de réinsertion des refugies et des rapatries et la prise en charge des refugies Centrafricains au sud du Tchad 1996 à 2020

Abstract

The aim of this work is to retrace the reasons for the creation of a national commission for the reception and Reintegration of refugees and repatriates (CNARR) and its activities on behalf of Central African refugees in the Nyan-pendé department in southern Chad. The Central argument of this study is that ethnic and linguistic proximity makes Chad a favorable destination for refugees fleeing political insecurity in the Central African Republic a conflict culminated in a coup d’états in March 2003,during which president Ange Patassé was ousted and general Francois Bozizé brought to power .The problem that arises in this study is therefore the means mobilized by CNARR to care for Central African refugees in the department of Nya-pendé .From this problem ,arose the question: what is the contribution of this structure in caring for refugees? What have been the results of its activities? On the basis of a varied documentation consisting of books, articles, newspapers, theses, memoirs, annuals reports, international conventions and oral testimonies, the questions have been answered. To achieve this, we adopted the qualitative method and use an interview guide as an instrument for collecting data. We conducted interviews with the various managing actors, including refugees. Results of this study reveal two fundamental activities of CNARR, the protection and assistance. The CNARR offered food assistance, health, educational, and vocational to Central African refugees. This leading us to conclude that CNARR’s mission was a success although it was accomplished with difficulties.
