dc.description.abstract | The educational community is a group of people whose mission is to ensure the functioning, development, and outreach of secondary schools (Article 32 of the Law on Educational Guidance 1998). However, the State is no longer able to fully play its financing role in the operation of schools. This role seems to be abandoned to the educational community which is the Association of Parents of Pupils and Teachers. The latter plays a role of private/public partnership in the financing of education, confiscated by a wrist of people to the extent that it is supposed to participate in the outreach of secondary schools. We are called to manage this property which is a public denial in transparency. The main question we ask ourselves is: How does the factor inherent in the financial management of school organizations facilitate the rational management of the PTA budget in General Secondary Education Institutions in Cameroon? To answer this question, we surveyed Mfoundi’s 41 general secondary schools. We developed this work by descriptive methods and theories. Apart from the documentary analysis, the data was collected using an interview guide to the heads of schools; the questionnaires were passed to the members of the PTA office of Mfoundi- Yaoundé. The processing of the collected data was done with the SPSS software, for quantitative research and by content analysis for qualitative data. Our main confirmed hypotheses demonstrate that «the factors inherent in the financial management of school organizations facilitate the rationalization of the PTA budget in General Secondary Education Institutions in Cameroon», in such a way as to achieve the expected objectives in the best possible way. This leads us to opt for a change in the resource management framework of the PTA fund in high schools in Cameroon. We have at the end of our study, proposed to the educational community an additional resource management model consistent with the approaches advocated by the four theories convened and that could better ensure the optimal achievement of the objectives of the next governance deadlines of secondary education in the rational management of the PTA budget in high school. | fr_FR |
